Oregon’s system of land use regulation is extraordinarily complicated, and requires a nuanced understanding of applicable federal, state, regional, and local laws. With more than 25 years of experience in land use law, Andrew is intimately familiar with zoning issues and land development. He has successfully obtained a wide range of land use entitlements, from Post-Acknowledgment Plan Amendments (PAPAs) such as Urban Growth Boundary (UGB) Amendments, zone changes, Conditional Use Permits (CUPs), Non-conforming uses (NCU’s), variances, etc. He has been involved with over 100 LUBA cases. He also handles issues that are ancillary to land use entitlements, such as certain environmental issues and transportation (approach road permits, etc.). Andrew advocates for a proactive approach to help avoid potential problems, reduce delays, and increase client options should any obstacles occur. Andrew prioritizes developing meaningful and long-lasting relationships with clients, approaching each legal matter with strategic planning, innovative and detail-oriented thinking, and results-driven success.
Andrew primarily represents developers and landowners seeking land use entitlements. He also serves as a Hearings Officer for Coos County and the City of North Bend.
Another core aspect of Andrew’s legal approach is building the next generation of lawyers. He actively mentors and trains junior attorneys to keep the profession knowledgeable, cohesive, and proficient in an industry that continually grows in complexity. He strives to foster a welcoming and educational environment to ensure young lawyers feel supported and confident. This passion stems from his former career serving as a United States Army officer, where training the person next to you was paramount to ensuring mission success and everyone returning home.
When Andrew is not in the office, he enjoys outdoor recreational activities such as hiking and backpacking. Every summer, he takes a 100-mile backpacking excursion to fuel his sense of adventure.
